Experimental information is studied concerning mass-energy distributions of fission fragments from preactinide nuclei from 201Tl to 213At. The dependence of the first and second moments of the fragment kinetic energy distributions Esub(k)(M) and σsub(Ek)sup(2) (M) upon the excitation energy and nucleon content of the nuclei is analyzed. The two-fission-mode hypothesis is grounded aid its applicability range is found
