Description
Keeping the 1.5 deg. C climate target within reach requires decarbonizing the economy as a whole. So far, the principal efforts made by financial institutions to support the move away from fossil fuel dependency have been directed at the supply side and, to some extent, power generation. On the other hand, sectors on the demand side have been neglected. Steel, which depends on coal for its production, is one such sector. For years, the absence of technological alternatives to coal for steelmaking has led banks and other financial institutions to overlook the issue of metallurgical coal in the policies they have adopted since COP21. However, technologies now exist to produce fossil-free steel and are ready for rollout. These developments make deep decarbonization of the steel sector possible. Immediate action to stop metallurgical coal expansion is absolutely necessary for adherence to a 1.5 deg. C trajectory. The case for its phaseout is made even more pressing given that any new projects would not only considerably increase carbon emissions but would release huge quantities of methane into the atmosphere. This report exposes the financial institutions behind metallurgical coal expansion and analyzes the metallurgical coal coverage in their policies. Recommendations for the concrete first steps that can be taken by financial institutions are given at the end of the report
Abstract (French)
Maintenir l'objectif climatique de 1,5 deg. C a portee de main necessite la decarbonation de l'economie dans son ensemble. Jusqu'a present, les principaux efforts deployes par les acteurs financiers pour reduire la dependance aux energies fossiles ont ete orientes vers le cote de l'offre et, dans une certaine mesure, de la production d'energie. En revanche, les secteurs du cote de la demande ont ete negliges. L'acier, qui depend du charbon pour sa production, est l'un de ces secteurs. Pendant des annees, l'absence d'alternatives technologiques au charbon pour la production d'acier a conduit les acteurs financiers a negliger la question du charbon metallurgique dans les politiques qu'elles ont adoptees depuis la COP21. Cependant, des technologies existent maintenant pour produire de l'acier sans recourir au charbon et sont pretes a etre deployees. Ces developpements rendent possible la decarbonation du secteur de l'acier. Une action immediate pour stopper l'expansion du charbon metallurgique est absolument necessaire pour respecter une trajectoire de 1,5 deg. C. Il est d'autant plus necessaire d'arreter l'expansion du charbon metallurgique que tout nouveau projet augmenterait non seulement considerablement les emissions de CO2, mais libererait egalement d'enormes quantites de methane dans l'atmosphere. Ce rapport expose les acteurs financiers derriere l'expansion du charbon metallurgique et analyse la couverture du charbon metallurgique dans leurs politiques. Des recommandations pour les premieres etapes concretes pouvant etre prises par les acteurs financiers sont fournies a la fin du rapport
