Dielectric permeability of quasi-two-dimensional one-component plasmas

Description
The classical method of moments is applied to determine the dispersion law of the quasi-two-dimensional Coulomb-system soft collective mode. An interpolation formula is found for the longitudinal dielectric permeability, satisfying all known exact relations and sum rules. The sum rules (the inverse-dielectric-permeability imaginary-part frequency moments) are calculated, taking into account the magnetic interaction between electrons
