Relationship between the energy of particles in colliding beam facilities and that in fixed target accelerators at equal colliding energies is given. Construction of colliding beam facilities is shown to be promising. The VEPP-2 electron-positron storage ring is described and results of the first start-up experiments on the VEPP-2 are presented
