Description
The purpose of the nuclear regulatory body to take necessary measures while monitoring the entire mechanical system and human system of nuclear power plants is "ensuring nuclear safety." NRC's "Principles of Good Regulation" that came into force in 1991 are independence, openness, efficiency, clarity, and reliability, and the norm of action written in the Principles is one of the main key to success. Over time, NRC refers to the Principles when making decisions, and stakeholders have come to be aware of them. People have come to quote the Principles when interacting with NRC, and otherwise, it was criticized by both the nuclear pros and cons. NRC's "Principles of Good Regulation" became an important guideline for NRC's actions, and similar principles were created by many organizations and countries. However, Japan's Nuclear Regulation Authority (NRA) has no equivalent to this. There is "Activity Principles" in the NRA's organizational philosophy, but the biggest difference is that the NRC principles requires "efficiency" instead of the "effectiveness" of the NRA principles, The next major difference is that NRC refers to "clarity" and "reliability".
