Abstract The connection between the X-ray luminosity Lx and the dynamics of clusters of galaxies is considered. Lx is found to be strongly correlated with the velocity dispersion A V. The observed relationship can be explained most simply within the framework of a thermal-bremsstrahlung with the X-ray luminous mass being a fraction of the cluster binding mass. This implies that the clusters are or were gravitationally bound. The X-ray intensities or velocity dispersions are predicted for several clusters.
