How economic instruments can help fight air pollution - Tresor-Economics No. 256, February 2020
Description
Despite a sharp fall in emissions during the last two decades, the concentration of certain local atmospheric pollutants (which are different from greenhouse gases) in the air is still above recommended or regulated thresholds and there are recurrent pollution spikes in major agglomerations. Existing studies estimate the health costs of air pollution to be at least Euros 20 to Euros 30 billion per year, which represent at least 1% of gross domestic product. Heating and transportation are major sources of pollution (in particular fine particulate matter and nitrogen oxides), especially in urban areas. This could be addressed through regulation (standards on open fires and heating appliance efficiency), development of public transport networks or enhancement of economic incentives (through congestion charge schemes, taxation of trucks on the French road network). Industry, energy generation and agriculture are also high-emitting sectors, particularly for fine particulate matter, sulphur dioxide and ammonia. In addition to awareness-raising campaigns to alter behaviour, sending out an incentive price signal by bolstering the general tax on polluting activities (TGAP) and introducing a new instrument on nitrogen mineral fertilisers and pesticides would spur a reduction in these emissions. Owing to the adverse effects of a number of these measures on households' purchasing power and businesses' competitiveness, flanking support provisions for the most vulnerable economic agents should be provided. Better measuring of air pollution and its repercussions is also required as are improvements in governance. Taking better account of specific contexts could be achieved, inter alia, by reinforcing the local steering of air protection policies. (author)

Malgre une nette baisse des emissions depuis 20 ans, la concentration dans l'air de certains polluants atmospheriques dits 'locaux' (a distinguer des gaz a effet de serre) reste au-dessus des seuils recommandes ou reglementaires et les 'pics de pollution' sont recurrents dans les grandes agglomerations. Les etudes disponibles font etat de couts sanitaires de la pollution de l'air d'au moins 20 a 30 Md Euros par an, soit au moins 1 % du produit interieur brut. Le chauffage et les transports representent des sources importantes de pollution (notamment aux particules fines et aux oxydes d'azote), en particulier en zones urbaines. Des mesures reglementaires (normes sur les feux de cheminees et sur l'efficacite des appareils de chauffage), le renforcement de l'offre de transports collectifs, ou des incitations economiques (peages urbains, contribution des poids lourds sur le reseau routier national) pourraient permettre d'y remedier. L'industrie, la production d'energie et l'agriculture sont egalement des secteurs tres emetteurs, notamment de particules fines, de dioxyde de soufre et d'ammoniac. Au-dela de campagnes de sensibilisation pour encourager l'evolution des comportements, le recours a un signal-prix incitatif par le renforcement de la taxe generale sur les activites polluantes et l'introduction d'un nouvel instrument sur les engrais mineraux azotes et les pesticides encourageraient la reduction de ces emissions. Etant donne l'effet negatif de certains de ces outils sur le pouvoir d'achat des menages et la competitivite des entreprises, ils devraient etre assortis de mesures d'accompagnement pour les agents economiques les plus fragiles. L'amelioration de la mesure de la pollution de l'air et de ses effets est egalement necessaire, de meme que des ameliorations de gouvernance. Le renforcement du pilotage local des politiques de protection de l'air permettrait en particulier de mieux tenir compte des contextes specifiques. (auteur)
