Recalibration of void swelling model

Description
The correlation of electrons heavy ions and fast neutron irradiation damage in M316 steel by R. Bullough and T.M. Quigley is reexamined and a new set of parameters for dislocation core rate limitation vacancy loop bias and cascade collapse efficiency are found taking into account the temperatrue dependence of the shear modulus which had been previously neglected.
