The end of the INF Treaty: an essentially Asian issue?

As the Intermediate-Range Nuclear Forces (INF) Treaty seems to come to its end, some experts state that this end is a nuclear threat for Europe, the author thinks that this is a biased interpretation. He states that arms race may still be controlled, provided that Asian issues and the new importance of the conventional ballistic issue are taken into account. Thus, he first outlines that this Treaty has had a very important Asian dimension since 1983 because of the presence of numerous SS-20 which threatened Korea and Japan. But the situation has changed: some Russian programmes violate the Treaty, and, due to technological advances, arm precision has been dramatically improved. Moreover, progresses made by China in the field of conventional ballistic weapons have been spectacular, and, due to the absence of American intermediate-range ground-to-ground missiles in Japan, the USA must use airborne or ship-borne missiles, and therefore concentrate forces in the region.
