The safety of Eastern nuclear power plants depends on several factors: the conception of the power plant, the safety culture of operators, the financing to put in conformity the nuclear power plant and the emergency of electric demand are such factors which can explain the actual situation of nuclear power plants in Eastern Europe. 3 refs
