Description
Based on the lessons learned from the nuclear accident that occurred from damage caused by the Great East Japan Earthquake and tsunami, a training program (Japanese name, Taikan training; English name, ECOTEC) was developed for executive class personnel who are stationed 24 hours a day in the power station in case of an emergency. The training program aims at enhancing the non-technical skills required to demonstrate performance even in the face of difficult situations, and by the end of 2019 it had been conducted for 191 employees of nuclear power stations. Since it was decided that the power stations will continue this training as one of the safety improvement measures, a guidebook for the power station training staff to plan and carry out the training voluntarily was prepared. This report introduces the guidebook which will help to implement ECOTEC more smoothly and effectively. (author)

東日本大震災の教訓を踏まえ,緊急事態に備え発電所内に24時間常駐する幹部クラス職員を対象とした訓練(名称:たいかん訓練,英語名称:ECOTEC)を開発した.訓練の目的は,対応困難な緊急の事態に直面しても如何なくパフォーマンスを発揮するために求められるノンテクニカルスキル(NTS)を高めることであり,2019年度末までに発電所の職員(延べ191名)を対象に実施してきた.この訓練を安全性向上策のひとつとして今後も継続して実施していくため,発電所の訓練実施担当者が自主的に訓練を計画し実施する上でのガイドブックを作成した.本報ではその概略を紹介する.このガイドブックは,訓練をより円滑かつ効果的に実施する一助となるものと考える.
