Introduction of MOX fuel in Belgium NPPs - from feasibility to final implementation
Description
Plutonium is recovered during the reprocessing of fuel from Belguim's seven PWRs. In the past plutonium from this source was used in the fast breeder reactors programmes. This option having been delayed, the most economical and technically suitable recycling process for reprocessed plutonium seemed to be to use it as Mixed Oxide Fuel (MOX) in the PWR power reactors. A feasibility study was prepared to support a request for authorisation which was made in 1992 and granted in 1994 after a lengthy licensing and public enquiry process. The main steps in the implementation of the project at the Doel 3 and Tihange 2 plants are described. The steps in the process were as follows: define design goals and objectives; select a MOX fuel supplier and design; perform the necessary safety and licensing work for fuel loading; implement the project on site.
