Description
The authors suggest that to find the answer to what should be done with spent fuel, the utility might first look to expanding the storage capacity in the existing pool. The fuel storage racks should be analytically examined to see if they can stand the increased static and seismic loads; and then modifications should be evaluated for the pool structure or the racks. Modular systems do not require a heavy up front capital investment and can be procured as needed, therefore, as insurance the utility should demonstrate to itself that a modular storage scheme is a viable alternative at their reactor site. Finally, in looking at either of the options of in-pool storage or modular storage, fuel consolidation should be kept in mind as a valuable adjunct for meeting on-site storage requirements until the DOE is ready to begin accepting spent fuel
