BES-II TOF data offline calibration and reconstruction

Description

The BES-II TOF data offline calibration and reconstruction are reported. After applying calibration constants to correct the measured raw time, a time resolution of 193 ps for the new TOF system was obtained. The power of charged particle identification is improved
