Effects of loading rate on dynamic-fracture-toughness values measured with instrumented PCCV specimens

In reviewing the background for the dynamic-toughness data obtained by several laboratories using instrumented precracked Charpy V-notch (PCCV) specimens of TSE-5A material furnished by ORNL, an apparent effect of time to maximum load on dynamic-fracture toughness at temperatures above RT/sub NDT/ was noticed. The data for which this observation was made are not the TSE-5A data, but earlier data contained in reports published by a joint Pressure Vessel Research Committee (PVRC)/Metal Properties Council (MPC) task group and the Electric Power Research Institute (EPRI). Following an evaluation tests series organized by the joint PVRC/MPC task group, which used specimens of A 533 grade B class 1 steel (HSST Plate 02), EPRI sponsored the development of improved test procedures and subsequently sponsored a round-robin test program using several heats of pressure vessel steel.
