Review of management system in utilization of nuclear energy for radiological emergency response exercise

Center for Education and Training conduct training for Radiation Protection Officer. The training consists Radiological Emergency Response Exercise for lost source case which has relatively complex scenario and high risk. Management system of facility and utility of energy nuclear as stated in Chairman Regulation of Nuclear Energy Regulatory Body No 4/2010 is required for quality assurance in radiation safety. In order to assess conformities, it is need to review the conducting of the exercise, from point of view process implementation (product control, checking, verification, and validation), process development, (process development identification and requirements), monitoring, measurement, measurement, assessment, and improvement (unconformity, corrective and preventive action, improvement challenges). Controlling of learning aids, equipment and radioactive sources, evaluation of exercise performance and learning goal has been conducted, but the change of participant number and its risk were not completely identified. Identification of unconformities were related to instructor qualification, modification of scenario, radioactive source activity, equipment, negligence of hand over form, and unsufficient monitoring. Therefor, it is needed to assess the impact and acceptance of process. Provision of long half life radioactive source, performance test and calibration scheduling are some preventive actions. Development of scenario for rainy day, radioactive contamination test, better personnel competency record, verification of radioactive sources hand over are some improvement challenges.(author)
