The new safeguards system and the significance of developing safeguards technology
Description
History has provided challenges and opportunities. -- Challenges to develop and implement technology required by international commitments. Opportunity to help verify that these commitments to nonproliferation and disarmament are fulfilled. The success of the new strengthened safeguards system and the global regime required for today's agreements and treaties for nonproliferation and arms control requires effective and affordable technologies for safeguards, verification, and monitoring. This paper reviews some of the needed technologies being developed to enable implementation of treaties and agreements and the valuable international cooperation that can enable success. (author)
