A question of mindset?

Concern about the impact of fossil fuels on the environment has revived interest in the use of renewable sources of energy in the United Kingdom. A government report published in June 1998 is regarded as a milestone in triggering this interest. The paper suggests that the UK market conditions are ideal for the development of small hydro resources and it is therefore surprising that the industry is 'facing an uphill struggle'. The financial and technical aspects are sound but the obstacle to be overcome is that of public acceptability, particularly for small developments of a local nature. The scheme known as 'planning gain' is explained as the process by which the local community will derive benefit from a new installation. The Elan Valley hydro scheme in Wales is cited as an example of good planning and good relationships with the local community; unfortunately this is the exception rather than the rule. Risks associated with the development of hydro projects are itemised. (UK)
