Description
In today's fast moving environment of economic and regulatory change there are not only numerous demands continually being placed on the utility's limited resources, but the relative priorities of these demands are also undergoing change. To deal with this dynamic process, a structured, yet flexible approach is needed to properly characterize all the goals and implement a plan which makes best use of available resources to meet those goals.
