Expert knowledge, organisation and procedures of experts commissions, as the basis of authenticity of expert opinions

The fact that codes of scientific and technical practice are often referred to as expertises on the state of technology, in particular by authorities and by the courts, leads to legal requirements on the competence of experts, organization and procedures of the panels. These requirements cannot be established without consideration of the various circumstances in different panels preparing regulations. Yet the conception of expertises allows conclusions as to the principles of the most essential topics. Compliance with these requirements may increase the authentication of statements made by panels of experts and, possibly, the authorities and courts will content themselves with controlling the procedure in the appraisal of the statements of such panels.
