Status and perspectives of radiation protection in Germany
Description
Growing scientific knowledge of the biological effects of ionizing radiation and the behaviour of radioactive substances in the human body and the environment, as well as the progress made in radiometry, have upgraded radiation protection of occupationally exposed persons, patients and the general population in Germany. However, radiation protection is a dynamic subject field, as is also shown by the latest publications of the International Commission on Radiation Protection (ICRP) of 1990, which contain reviewed and amended data and results for radiation risk assessment, now including a number of exposures and pathways which up to then had been left unconsidered. This also applies to protection from non-ionizing radiation, a step-child of research so far, which only recently has received the attention it deserves, after general fears among the population had been voiced more and more urgently. This is the background of the report in hand, which shows the perspectives of radiation protection in science and applications in Germany, illustrating the current situation and indicating specific tasks ahead in this domain. Aufgrund der wissenschaftlichen Erkenntnisse ueber die biologische Wirkung von ionisierender Strahlung und das Verhalten radioaktiver Stoffe im menschlichen Koerper und in der Umwelt sowie durch Fortschritte in der Strahlungsmesstechnik ist es gelungen, den Grad des Schutzes fuer Beschaeftigte, Patienten und Personen der Bevoelkerung wesentlich zu erhoehen. Dennoch ist Strahlenschutz ein dynamisches Gebiet, wie dies nicht zuletzt die neuen Empfehlungen der International Commission on Radiation Protection (ICRP) von 1990 deutlich machen, die das Strahlenrisiko neu bewerten und eine Reihe von Strahlenexpositions-Situationen mit einschliessen, die in der Vergangenheit nicht hinreichend Beruecksichtigung fanden. Dies gilt gleichermassen fuer den Schutz vor nichtionisierenden Strahlen, dem in der Vergangenheit zu wenig Aufmerksamkeit geschenkt wurde und der durch Aengste in der Bevoelkerung zunehmend in das Licht der Oeffentlichkeit trat. Vor diesem Hintergrund sollen Perspektiven des Strahlenschutzes aufgezeigt werden, die fuer die Forschung und Praxis in Deutschland von grundlegender Bedeutung sind, sowie exemplarisch aus dem jeweiligen Status quo Aufgaben abgeleitet werden, die zukuenftig Schwerpunkte des Strahlenschutzes sein werden.
