Disposal of long-lived radioactive waste in the USA

Description

In the United States, radioactive waste has arisen in the military as well as the peaceful uses of nuclear energy. The long-lived military waste contains high percentages of alpha-emitting transuranium isotopes. In 1979, Congress decided on a site in the State of New Mexico for building the Waste Isolation Pilot Plant (WIPP) in which R and D work was to be conducted in preparation of a repository. In 1992, the US Congress installed the Environmental Protection Agency (EPA) as regulating for WIPP. In December 1993, the Department of Energy (DOE) set up the Carlsbad Area Office. According to estimates of June 1996, 58,000 m3 of waste containing transuranium elements (TRUW), with a surface dose below 2 mSv/h, is located at twenty generator sites, while eight of these sites hold 3600 m3 with up to 10 Sv/h. By the year 2022, another 54,000 m3 (<2 mSv/h) and 24,000 m3 (<10 Sv/h) are going to arise. The total volume of TRUW will rise to 139,600 m3. In addition, another 88,000 m3 is expected to come from decommissioning and site decontamination. WIPP can accommodate a maximum of 175,584 m3. Abstract (German)

In den USA sind radioaktive Abfaelle sowohl bei der militaerischen als auch bei der friedlichen Nutzung der Kernenergie angefallen. Die langlebigen Abfaelle aus dem militaerischen Bereich enthalten hohe Anteile an alphastrahlenemittierenden Transuranisotopen. Im Jahre 1979 benannte der amerikanische Kongress im Bundesstaat Neu Mexiko einen Standort zur Errichtung der Waste Isolation Pilot Plant (WIPP), in der F+E-Arbeiten zur Vorbereitung eines Endlagers durchgefuehrt werden sollten. Der Umweltbehoerde Environmental Protection Agency (EPA) uebertrug 1992 der US-Congress die Genehmigungszustaendigkeit fuer WIPP. Im Dezember 1993 richtete das Department of Energy (DOE) das Carlsbad Area Office ein. Nach Erhebungen von Juni 1996 lagern 58 000 m3 Transuranisotope enthaltender Abfaelle (TRUW), deren Oberflaechendosis unter 2 mSv/h liegt, an zwanzig Standorten, sowie auf acht dieser Standorte 3600 m3 mit bis zu 10 Sv/h. Bis zum Jahre 2022 werden weitere 54 000 m3 (<2 mSv/h) sowie 24 000 m3 (<10 Sv/h) anfallen. Insgesamt wird sich die TRUW-Menge auf 139 600 m3 erhoehen; hinzu werden aus Stillegungen und Standortdekontaminationen weitere 88 000 m3 erwartet. Das WIPP kann maximal 175 584 m3 aufnehmen. Das Endlager ist in einer Teufe von 650 m im Steinsalz errichtet worden. (orig.)
