Mission Plan for the Civilian Radioactive Waste Management Program. Volume I. Part I. Overview and current program plans; Part II. Information required by the Nuclear Waste Policy Act of 1982

The Misson Plan is divided into two parts. Part I describes the overall goals, objectives, and strategy for the disposal of spent nuclear fuel and high-level waste. It explains that, to meet the directives of the Nuclear Waste Policy Act, the DOE intends to site, design, construct, and start operating a mined geologic repository by January 31, 1998. The Act specifies that the costs of these activities will be borne by the owners and generators of the waste received at the repository. Part I further describes the other components of the waste-management program - monitored retrievable storage, Federal interim storage, and transportation - as well as systems integration activities. Also discussed are institutional plans and activities as well as the program-management system being implemented by the Office of Civilian Radioactive Waste Management. Part II of the Mission Plan presents the detailed information required by Section 301(a) of the Act - key issues and information needs; plans for obtaining the necessary information; potential financial, institutional, and legal issues; plans for the test and evaluation facility; the principal results obtained to date from site investigations; information on the site-characterization programs; information on the waste package; schedules; costs; and socioeconomic impacts.
