Building regulations in the age of carbon neutrality

Description

France's new environmental regulations for buildings, the RE2020, are required to include the principles of carbon neutrality provided for in the Paris Agreement and in France's new energy-climate legislation. This is a major development that raises many methodological and practical issues. In particular, it requires a clarification of the underlying principles that the country wants to address. The decline in fossil fuels and the reduction in greenhouse gas emissions are thus becoming a priority if carbon neutrality is to be reached by 2050: the transition must be detailed, in a pragmatic and understandable manner for all, not only with respect to the choice of building materials and energy sources, but also in the choice of indicators accompanying this new regulation

Abstract (French)

La nouvelle reglementation environnementale des batiments, la RE2020, se doit d'integrer les principes de neutralite carbone prevus par l'Accord de Paris et la nouvelle loi energie-climat. C'est une evolution majeure qui pose de nombreux problemes methodologiques et pratiques. Elle necessite que soient clairement poses les principes auxquels on veut repondre. Le recul des energies fossiles et la reduction des emissions de gaz a effet de serre deviennent ainsi prioritaires dans une perspective de neutralite carbone a 2050: cette transition doit etre declinee, de facon pragmatique et comprehensible de chacun d'entre nous, non seulement dans le choix des materiaux de construction et des sources d'energie, mais egalement dans le choix des indicateurs associes a cette nouvelle reglementation
