The author describes the IAEA safeguards system which have a twofold objective: to verify in an independent, technically correct and comprehensive manner that States are complying with their safeguards undertakings, and to assist individual States or groups of States to provide valid evidence, on a continuing basis, that they are complying with their safeguards undertakings
