A study on countermeasures for domestic system of physical protection by an amendment of international recommendation

Description

According to the recent strengthening of international nonproliferation regime, the existing Physical Protection Convention(INFCIRC/274) is expected to be reinforced and amended in a direction toward protecting against the danger of illicit trafficking of nuclear material, sabotage and terrorism on nuclear facilities. This trend is envisaged to provide revised international recommendation(INFCIRC/225/Rev.4) as compulsory measures of INFCIRC/274 to the Member States. However, domestic protection regulations are different from this recommendation in the legal and constitutional aspect. This paper suggests complementary measures of domestic regulation of physical protection, through analysis of the domestic system of physical protection and comparison with international recommendation in a national viewpoint
