Offshore wind power: changing procedures to really speed things up?

This deciphering note on offshore wind power is also the contribution of the 'Renewable energies for everyone' Association to the public debate 'The sea in debate'. The main argument: it is too slow. Our country is actually at the bottom of the league in terms of wind farm implementation, with between 11 and 14 years between the initial idea for a wind farm and its commissioning. Procedures are fragmented and delayed, and do not correspond to the urgency of the challenge (18 GW of wind power by 2035, 40 GW by 2050). Two alternative models seem possible: mutualize calls for tender, having carried out all the upstream studies and having already chosen the location of the wind farms (as in the Netherlands), or grant areas to wind companies, who are responsible for carrying out the studies under government supervision (as in the USA). To bring actions into line with stated intentions, why not create a 'Wind Policy Council', similar to the already existing 'Nuclear Policy Council'?
