The Canadian regulatory approach to optimization

Description

Radiation doses in Canada are kept reasonably low by the application of sound engineering and operating judgement which is continually refined in the light of information on the doses received. A more systematic approach to optimizing radiation protection is being developed, but difficulties have been encountered in incorporating an optimization requirement into the Atomic Energy Control Regulations, which were highlighted during a recent public consultation process. The objective of the proposed optimization regulation was to provide licensees with regulatory guidance while at the same time allowing them sufficient flexibility to develop the most appropriate optimization programmes for their circumstances. Regulatory requirements that are too rigid could detract from the good results currently achieved. Examples of the problems encountered were confusion with respect to terminology and concepts, as well as controversy about truncating collective dose calculations with respect to small, distant or future doses. Despite the difficulties, the development of a more formal approach to optimization is being continued, in order to verify that the doses from existing design and operating practices are in fact as low as can reasonably be achieved.
