Organisation of public authorities and involvement of stake holders in post-event situations (following a nuclear accident or a radiological attack)

Description

The inter-ministerial directive of the 7 April 2005 requested the nuclear safety authority (with the concerned ministerial departments) to establish the framework, to define, to prepare and to carry out the required measures to respond to a post accidental situation. The nuclear safety authority created a Steering Committee on Post Accident Management (CODIRPA) in charge to prepare the corresponding doctrine elements. Several working groups have been created to answer to this demand. The permanent secretariat for national defence is in charge of coordinating a working group to define the organisation of public authorities and stakeholders involvement to manage a post accidental situation. This working group proposed in case of a nuclear accident in France a modular organisation of the public authorities depending on the degree of seriousness of the accident. This organisation is defined both on the national and the local level. The next step will be to propose an organisation in case of a nuclear accident abroad which would impact the national territory.
