Recommendations on the Fifth Policy Document on Spatial Planning
Description
In December 2000 the Dutch Cabinet issued Part 1 of the Fifth National Policy Document on Spatial Planning, 'Making space, sharing space'. This is a strategic document, containing the principal options for the future spatial development of the Netherlands. The government asked the Dutch Social and Economic Council (Sociaal-Economische Raad, SER) to advise on a number of the document's main points. The fundamental purpose of the policy should be to promote the optimal allocation of land. Spatial quality, economic development potential, accessibility, and quality of life should jointly enhance the vitality of both urban and rural areas. To this end, development-oriented planning is required. The SER sees planning policy as having three corner stones: facilitating social and economic developments (users' value), promoting the quality of land use (visual qualities), and monitoring future qualities (including sustainability) by carefully managing irreversibles

De Sociaal-Economische Raad (SER) is gevraagd een reactie te geven op de hoofdlijnen van deel 1 van de Nota Ruimte maken, ruimte delen, de Vijfde Nota over de Ruimtelijke Ordening. Daarbij is gevraagd om een algemene beoordeling van de inhoudelijke kern en de sturingsfilosofie van de Vijfde Nota en om aanbevelingen voor de verdere uitwerking van de uitvoeringsstrategie en voor een goede doorwerking van de Vijfde Nota in het beleid van de ruimtelijk relevante sectoren. Daarnaast wordt in het bijzonder aandacht besteed aan een drietal vraagstukken: de kwaliteit van stad en land en de uitwerking van de contourenbenadering; stedelijke netwerken als organiserend principe, en water als organiserend principe. Hoofdstuk 2 geeft in het kort een paar belangrijke hoofdlijnen van de Vijfde Nota weer. In hoofdstuk 3 ontwikkelt de SER zijn visie op ontwikkelingsplanologie. Hoofdstuk 4 gaat in het kader van ontwikkelingsbeelden en organiserende principes in op het watersysteem, op de netwerken van infrastructuur en op stedelijke netwerken en netwerksteden. Hoofdstuk 5 bespreekt de rollen van overheden en van private partijen in de ontwikkelingsplanologie, met specifieke aandacht voor onder meer het grondbeleid,i ncentivestructuren en bestuurlijk samenwerken in de regio. Hoofdstuk 6 schetst de procesarchitectuur voor de gebiedsgerichte ontwikkelingsplanologie.In het kader van een bespreking van het planologische instrumentarium wordt commentaar gegeven op onder meer de zogenoemde groene en de rode contouren die de Vijfde Nota wil (laten)trekkenAdditional details
