Climate disruption: are the Americans and Chinese solely responsible?

Even if China and the USA are the most important greenhouse gas emitting countries, and thus should be leaders in the struggle against climate change, this article outlines that it does not mean that actions undertaken in Europe, and more particularly in France, should be less important. The authors outline that industry relocation practices may hide the responsibility of some countries. They also notice that considering emissions per country and emission per inhabitant could be misleading regarding country responsibility. After a discussion of the historical evolution of emissions in China, Europe, India, and in the USA, they highlight that a carbon-print approach could be a better mean to assess the responsibility. They finally outline the emergency for action, and the need for a fair approach, briefly discuss whether the EU and France are that exemplary, and recall that inaction has a higher cost than action as it is outlined in IPCC reports
