In June 1994, Sakhalin Energy, a wholly foreign-owned investment company, signed a Production Sharing Contract with the Russian Federation for the development of the Piltun Astokhskoye and Lunskoye gas fields off the coast of Sakhalin Island in the Russian Far East.
