Description

In a synthetic discussion of the content of the part of a finance bill project which addresses energy and more particularly ecology and sustainable development and mobility policies, this report first outlines and comments that budgetary credits are decreasing, that tax levies are increasing, and that means are insufficient with respect to defined objectives. The next parts address more specific aspects: decreasing means for energy transition (decrease of expenses and incomes for 2020, but no reduction of energy taxation), steady financing of supports to communities for rural electrification. The authors then address the programme number 174 (energy, climate, and after-mines), and notice that the budget is disappointing (higher expenses due to energy policy and to the struggle against climate change, lower expenses for the social management of the 'after-mines' and to the support policy), focus on two specific actions (support to energy transition, support to and acquisition of clean vehicles), and notice a reduction of tax expenses due to the reform of tax credit for energy transition. The last part addresses the programme number 345 (public service of energy). They outline the good momentum of price equalization expenses and of the support to co-generation, the moderation of other expenses, and focus on two recent actions with bullish prospects (closure of the Fessenheim nuclear power plant, litigation on the contribution to the electric power public service).
