Citizen-based energy, what does it change? Focus on the social impact of citizen-based energy

After having formulated 30 propositions for the next 30 years, this report first discusses how France has significantly added to the backlog in terms of energy sovereignty: if energy independence is an illusion, energy sovereignty is a major objective, and the French energy mix is now submitted to strong dependencies and many are likely to worsen (weak evolutions, dependence on imports, dependence on fossil energies, necessary increase of decarbonized electric power production). It presents the period between end of 1990's and beginning of 2010's as a lost decade for the French energy model (an energy strategy neglected by decision makers, new emerging objectives), states that, during the 2012-2017 years, objectives have been progressively de-correlated from energy reality (implementation of strategic tools without any industrial vision on the long term, the law of 2015 as a counter-example of an energy strategy, weakening of the French energy industry), discusses the following years as still characterised by deleterious decisions, and by a revival of nuclear power. Then it discusses how to develop and to implement a sovereign, industrial and ecological ambition. Contributions of political groups and deputies are provided.
