The development of photovoltaic solar energy

This note aims at defining a regional framework for public bodies which are intervening in the development of photovoltaic installations. After having briefly presented the national and regional (for the Pays-de-la-Loire region) contexts (present and planned level of photovoltaic energy production), it indicates the main objectives related to these installations (well managed development, aesthetic quality, compatibility with agricultural and natural stakes) and proposes an overview of the various installations (on building, on the ground) with the associated constraints. It gives a rather detailed overview of the regulatory framework in relationship with the different aspects of urban and land planning, in terms of instruction file for the various types of installations, and in terms of legality audit. Some important administrative documents and forms are provided in appendix
