Prescription by the 2013-2015 PNGMDR defined at the article 18 of the decree Nr 2013-1304: technological wastes containing organic materials and rich in alpha-emitting elements

Description

This report presents studies related to the development of a process of thermal treatment of alpha-emitter rich wastes and their associated parcels, and aims at proposing a development agenda for the chosen process, and at assessing the feasibility of the implementation of the process in the nuclear sector. The geographical (plants, workshops of the nuclear industry) and technical (processes and operations) origins of these wastes are briefly indicated, as well as their nature (organic, metallic), and their quantities. The chosen process is then presented (combustion-melting-vitrification by means of plasma torches), with its two approaches: PACT (plasma arc centrifugal treatment) and PIVIC (process of lncineration Vitrification In Can). The reasons for discarding PACT are indicated. Then PIVIC is more precisely described, and its advantages are outlined. Its industrialisation is discussed, as well as the associated risks (in terms of dispersion of radioactive materials, of radiological exposure, of criticality). Various R and D themes are identified regarding the process, materials, sustainability, development of mock-ups and prototypes (SHIVA), and nuclear measurements. Some already obtained results are briefly presented and discussed; they concern the process (combustion of organic materials in SHIVA, phosphatation, parcels, nuclear measurements) and the parcels. A project development agenda is finally presented
