Assessment of cement works including fuel storage facilities according to the 12th Federal Emission Control Ordinance (BImSchV)

Description

The investigation showed that in works producing cement there are substances pursuant to Annex II of the Accident Ordinance in routine and disturbed operations. It is thus possible, that relevant quantities of dioxine and furane are released during a fire in a waste oil storage facility. This kind of facility, operated as a cement works auxiliary, has therefore to undergo an examination as to in how far the 12th FECO is applicable. (orig./DG)

Abstract (German)

Die durchgefuehrten Untersuchungen haben ergeben, dass in Anlagen zur Herstellung von Zement Stoffe nach Anhang II der Stoerfallverordnung im bestimmungsgemaessen Betrieb vorhanden sind und bei einer Stoerung des bestimmungsgemaessen Betriebes entstehen koennen. So kann bei einem Brand eines Altoellagers nicht ausgeschlossen werden, dass relevante Mengen an Dioxinen und Furanen freigesetzt werden. Deshalb ist aus fachlicher Sicht fuer Altoellger, die als Nebeneinrichtungen eines Zementwerkes betrieben werden, eine Beurteilung, in welchem Umfang die 12. BImSchV Anwendung findet, unter Beruecksichtigung der Branderkennungs- und Brandbekaempfungsmassnahmen, in Einzelfall erforderlich. (orig./DG)
