The licensing procedure in France
Description
Large nuclear installations in France are classified into categories and are governed by special regulations which distinguish them from other hazardous or noxious establishments. These regulations subject nuclear installations to a prior licensing system, the procedure for which is entrusted to the Central service for the Safety of Nuclear Installations, the specialized body of the Ministry for Industry and Research. Its officials exercise their control throughout the construction stage of the installations and their operation. The French Atomic Energy Commission provides the Service with considerable technical support. Nuclear installations are also controlled from the viewpoint of radiation protection by the Central Service for the protection Against Ionizing Radiation, a body under the authority of the Ministry of Health. Les grandes installations nucleaires en France, dites ''installations nucleaires de base'' font l'objet d'un classement ainsi que d'une reglementation speciale qui les distingue des autres etablissements dangereux ou presentant des nuisances. Cette reglementation soumet les installations nucleaires a un regime d'autorisation prealable dont la procedure est confiee a l'organe specialise du Ministere de l'Industrie et de la Recherche, le Service Central de Surete des Installations Nucleaires. Ses agents exercent leur surveillance tout au long de la phase de construction des installations et au cours de leur exploitation. Ce service recoit de la part du Commissariat a l'Energie Atomique un appui technique tres important. Les installations nucleaires sont egalement soumises a un controle du point de vue de la radioprotection, qui est confie au Service Central de protection contre les Rayonnements Ionisants, Organisme place sous la tutelle du Ministere de la SanteFiles
