Translation of planning guidelines into a plan by means of an example

Brief description for drafting a plan developed from the framework recommendations and other regulations. An essential precondition for drafting the plan consists in three items: First, a clearly cut, precise regulation of communications. Secondly, a clearly cut precise regulation of competencies, both internal and external ones. Thirdly, precise presentation of measures for prevention, preparation, warding-off and follow-up is of paramount importance for practicability. We shall gain the citizens' acceptance of the risks of the industrial civilization if we practise safety controls with never a lapse in between, reflect on reliable risk assessments and inform the public honestly.
