Risk informed regulation for fuel fabrication facilities

Description

For the purpose of applying risk information to the ex-post regulation after granting license, and of reflecting the information to a manual of technical bases specified in the design and construction authorization, a selection method of items relied on for safety (IROFS) for the uranium fuel fabrication and enrichment facilities was prepared based on national laws, international standards, and the course of license permission. An evaluation manual to ISA (Integrated Safety Analysis) results was also prepared for reviewing the ISA results of the uranium facilities. The manual has effectively used for reviewing the ISA results obtained from the licensee's voluntary field implementation. ISA procedure adding external events is considered taking into account the Fukushima accident. It assists preparation of an examination viewpoint of the stress test to be conducted on the uranium facilities. (author)
