The rules and regulations of the new market

This PowerPoint presentation provided an overview of New Brunswick's electricity market with reference to the physical bilateral market, choices for wholesale and transmission customers, stranded cost recovery for NB Power, and capacity obligations for load service entities. Development issues were reviewed in terms of supply/demand forecast, supply options, public policy and regulatory uncertainty. Supply was tight in the winter of 2002-2003, with 4 system peaks. Natural gas was not penetrating the market and a supply deficiency was projected for 2007. Supply options for power generation in the Maritimes include nuclear, coal, natural gas, and fuel switching to renewables. Other options include demand-side-management (DSM) and energy conservation. It was emphasized that investment is required in both power generation and transmission to ensure a sufficient supply. It was also emphasized that the power industry in New Brunswick requires consistent public policy and regulations. 1 tab
