France Hydrogene has responded to the consultation opened by the Ministry of Energy Transition on the specifications of the support mechanism for the production of decarbonated hydrogen. Covering support for the installation of 1 GW of electrolyzers for 4 billion euros of public funding, this new mechanism is to be rolled out in three tranches between now and 2026. In these position papers, the industry stresses the importance of opening up the game to all players capable of supporting projects of over 20 MW in order to be eligible for the competitive dialogue, and also proposes an alternative grid of non-price rating criteria to take better account of the industry's challenges, in particular ensuring the supply of European or even French electrolyzers. Following an addendum from the French administration concerning the European Hydrogen Bank and the auction system to subsidize the production of low-carbon hydrogen in Europe, France Hydrogene has also taken a position on the compatibility between the two mechanisms concerning the rules for cumulating investment aid and the choice of whether or not to retain this dimension in the French mechanism.
