Zuerst wird ein Bericht ueber die Anfaenge und Ziele der europaeischen Umweltpolitik gegeben. Dann werden Ablauf und Probleme der Harmonisierung, sowie die sich daraus ergebenen Konsequenzen fuer die Politik bezueglich der Umsetzung von EG-Richtlinien in nationales Recht der Mitgliedsstaaten abgehandelt.
