Possible interim approach to improve safeguards at multi-unit on-load reactors

Description

Several possibilities have been studied, and a candidate approach has been proposed, namely to base conclusions regarding safeguards for the inaccessible core fuel on verification measures for fresh fuel and discharged fuel flows. Implementation of the proposed safeguards approach would utilize existing IAEA procedures and it would not be necessary to develop and install sophisticated equipment at operating reactor stations
