Moving towards a new safety culture
Description
Since the advent of nuclear power over fifty years ago, the design, licensing, operation, and maintenance of nuclear power plants have been based on prescriptive, deterministic criteria. During this time period, rapidly evolving regulations and a lack of operating experience created a culture that resulted in regulatory over-prescription and little consideration for operational flexibility and experiences. Consequently, this safety culture has had a significant impact on the rising operation and maintenance costs of nuclear power plants. 1 fig
