Revision of the regulations for the safe transport of radioactive materials: Inclusion of physical safety requirements

Resolution 121 of 2000, "Regulations for the safe transport of radioactive materials", currently in force, established the radiological safety precepts for the transport of materials radioactive, taking as reference the national experience and the IAEA Regulation No. ST-1 of 1996. Shippers, carriers and national recipients of radioactive materials must meet the requirements contained in these national regulations. The publication in 2013 of the Guide ―Physical safety in the transport of radioactive materials‖, Physical Security Collection No. 9 of the International Atomic Energy Agency (IAEA), imposed the challenge to the national competent authority to review and review the Cuban regulations in light of the new requirements that it establishes. In the Currently, the country has an initial draft Regulation to replace Resolution 121. This document should finally be reviewed, once the IAEA approves the new edition of the Regulation No. No. SSR 6, must have the consensus of the main authorities with responsibilities in the field of transport and physical security, and its implementation should be analyzed together with the main national carriers. The present work exposes and debates the main aspects that are included and specified in the draft Regulation, considering the recommendations established in the IAEA safety standards and guidelines, with the purpose of reach the highest levels of protection and safety during the transport of radioactive materials for members of the public, workers and the environment.
