Radioactive waste disposal research activities in the Federal Republic of Germany

Description
The radioactive waste disposal research conditions are discussed and details are given about the respective research targets, i.e. site selection, development of schemes which ensure a safe construction and operation, and long-time safety proofs. BMU, BMFT, the eastern provinces of unified Germany, the Lands, especially Lower Saxony, the environmentalists and those who oppose nuclear power, the electric power industry, jurisdiction, and the European Communities cooperate, and many institutions participate in R and D activities and in the construction and operation of repositories. The difficulty of coordinate action in accordance with the given targets, deadlines and financial schemes is evident from the large number and differing self-images of these institutions. The private ownership of repositories is under discussion. It remains to be seen whether such a solution could clearly improve the situation. (orig./HSCH)

Der Beitrag beleuchtet die Rahmenbedingungen, unter denen die Forschungsarbeiten durchgefuehrt werden. Ziel der Forschung ist: Qualifizierung des Standortes, Gewaehrleistung von sicherem Bau und Betrieb, Fuehrung eines ausreichenden Nachweises fuer die Langzeitsicherheit. Beteiligt und zustaendig sind: BMU, BMFT, ehemalige DDR, die Bundeslaender, insbesondere Niedersachsen, die Gremien und Kernenergiegegner, die Elektrizitaetswirtschaft, Rechtsprechung und die EG. Sowohl auf dem Gebiet von F + E als auch bei Bau und Betrieb von Endlagern sind viele Institutionen beteiligt und taetig. Allein deren Zahl und Selbstverstaendnis verdeutlichen, wie schwierig ein koordiniertes ziel-, termin- und kostengerechtes Arbeiten fuer die Endlagerung radioaktiver Abfaelle ist. Ob die in der Diskussion befindliche Privatisierung der Endlagerung eine deutliche Verbesserung der Situation mit sich bringen kann bleibt abzuwarten. (orig./HSCH)Additional details
