Methodological guide on ground-based photovoltaic in the Aude district. Recommendations for a better taking into account of landscape in the design of photovoltaic projects

After a recall of the context and stakes (global warming and environment policy in France, electric power production and different electricity purchase prices, regulatory framework, district context and energy objectives), a first report proposes an analysis of economic, agricultural, heritage and landscape, and biodiversity stakes of the Aude district territory regarding the development of photovoltaic projects. Then, it proposes an overview of the different questions to be asked and issues to be addressed during a project implementation. These questions and issues concerned actors to be gathered, connection constraints, compatibility with soil use, the identity of the commissioner, the actor in charge of dismantling and recycling, traps to be avoided, the different types of photovoltaic arrays, array lifetime, and the possible impact on health and on fauna. A second document outlines important aspects for a consistent and collaborative land planning project (governance, a photovoltaic development integrated to the built environment and an identification of anthropic sites). It also proposes a set of recommendations and good practices for the development of these projects, and also proposes an approach to the landscape study
