Description
This report is the basis of the contribution of the French ministry responsible for equipment to the major debate on energy planned for 2003 and one of the main themes of which will be devoted to transport and housing which are responsible for 2/3 of energy consumed in France and nearly 50 pc of greenhouse gas emissions. After a presentation of trends in France and Europe, he poses the problem of energy consumption in a sustainable development problem and takes stock of scientific advances and perspectives. Without prejudging the clarifications that the national debate will bring, it proposes some priority areas of public policy in the areas of automobiles and road vehicles, freight transport, vehicle speed, real estate stock, sprawl urban and international action. Finally, beyond the great debate, its recommendations focus on deepening consultation, raising awareness among the general public, accelerating the research effort and strengthening European collaboration
Abstract (French)
Le rapport constitue la base de la contribution du ministere charge de l'equipement au grand debat sur l'energie prevu en 2003 et dont l'un des principaux themes sera consacre aux transports et a l'habitat qui sont responsables des 2/3 de l'energie consommee en France et de pres de 50% des emissions de gaz a effet de serre. Apres une presentation des tendances en France et en Europe, il pose la problematique de la consommation d'energie dans une problematique de developpement durable et fait le point des avancees scientifiques et des perspectives. Sans prejuger des clarifications qu'apportera le debat national, il propose quelques axes prioritaires de politique publique dans les domaines de l'automobile et des vehicules routiers, du transport de fret, de la vitesse des vehicules, du parc immobilier, de l'etalement urbain et de l'action a l'international. Enfin, au-dela du grand debat, ses preconisations portent sur l'approfondissement de la concertation, la sensibilisation du grand public, l'acceleration de l'effort de recherche et le renforcement de la collaboration europeenneFiles
