Roadmap for the balancing of the French electricity system - Green paper + Abridged version

Description

This green paper states the main orientations related to the future architecture of the electric power balancing market. It first proposes a description of the situation in terms of balancing architecture and principles, of competition and opening of the balancing market, and of participation of the demand. It proposes an overview of future stakes in terms of European integration of balancing markets, and of integration of new flexibilities for energy transition. It discusses the main guidelines related to the articulation in time of markets on the short term, to the margin management model and to the reserve sizing, to coordination between supply-demand balance and flow management on networks, to incentives and levers for balance managers, to characteristics of standard products, to remuneration and control of balancing offers, to reserve contractualisation principles, to offer build-up and aggregation scopes, to the participation of intermittent renewable energies
